What We Do





The IBC Drug & Alcohol Testing Branch staff provides oversight and guidance to DOI  on all Drug-Free Workplace Program matters. Branch staff can:

  • Perform in-house urine and breath specimen collections
  • Coordinate and arrange random testing of those in Testing Designated Positions (TDPs)
  • Develop and provide training
  • Assist with requests for reasonable suspicion testing
  • Oversee employees in related program areas such as identification of appropriate treatment programs, disciplinary measures, maintenance of program records, and measures to ensure the safeguarding, confidentiality, and privacy required by law
  • Oversee the solicitation and award of contracts that enable DOI to accomplish drug and alcohol testing
  • Act as system owner for a centralized web based database system for DOI Bureaus to schedule and track tests

The Branch staff can assist other Federal Agencies with their Drug-Free Workplace Program needs. The Branch can:

  • Create an InterAgency Agreement (IAA) with outside federal entities to allow access to the drug and alcohol testing contracts IBC has awarded
  • Utilize random testing methodology for random testing selection
  • Provide program management for random testing, including scheduling, testing, and tracking
  • Notify, schedule, test and track applicant testing
  • Provide briefings, guidance, and training to staff
  • Provide on-site collection services nationwide
  • Allow access to a walk-in collection site in Washington, DC without the need of an appointment
