The Interior Business Center leadership comprises the Director, the Deputy Director, the Chief Financial Officer, the Customer Relationship Management Director, the Chief of Human Capital Strategy, and three Associate/Assistant Directors. They are responsible for communicating our strategic direction and vision, carrying out the goals and strategies of the organization.
Mr. Joseph (Joe) M. Ward, Jr., a member of the Senior Executive Service, was appointed Director, Interior Business Center (formerly the National Business Center), Department of the Interior, in February 2011.Mr. Ward leads the Department's Shared Services Center in supporting the Department, as well as over 150 federal agencies outside the Department.He leads a workforce of 1300+ personnel including three major lines of business and two supporting units. Under Mr. Ward's leadership, the Business Center won awards for Excellence in Culture Creation and Customer Service from the Shared Services Outsourcing Network.
Joe worked with two different "Big 4" accounting firms, served a stint as Chief, Customer Service for a DoD entity and his experience also includes a distinguished 26-year career in the United States Air Force with a focus on financial management and delivery of financial services.His professional affiliations include the Association of Government Accountants; American Society of Military Comptrollers and Harvard's Kennedy School of Government, Leadership for a Networked World Shared Services Program.He is a Certified Defense Financial Manager, Certified Government Financial Manager and Certified Project Management Professional.
Angela (Angie) Graziano, a member of the Senior Executive Service, serves as the Deputy Director of the Interior Business Center. Her major role is to lead and direct the six directorates within the Interior Business Center while supporting the Director.
Prior to joining the Interior Business Center, Angie Graziano was the senior advisor to the Department of the Interior deputy assistant secretary for technology, information and business services. Angie's professional interests include creative writing and design, mentoring, organizational transformation and design, and mediation and facilitation. Angie was awarded a Bachelor of Science degree in Journalism and a Bachelor of Arts degree in English from Radford University, Radford, Va.
Chief Financial Officer
A member of the Senior Executive Service, James (Jim) Beall is the Chief Financial Officer for the Interior Business Center. He serves as the chief financial advisor for the Interior Business Center, leads and guides all financial and performance management activities. Jim joined the organization in 2008 after retiring from Prince George's County Public Schools, in Maryland, with 32 years of service, 11 of which he served the school district as chief financial officer.
Jim is a graduate of the University of Maryland, College of Business and Management, with a Bachelor of Science degree in Accounting and is an active, licensed Certified Public Accountant in the state of Maryland. He is also a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.
Customer Relationship Management DirectorMelissa McAbee
Melissa McAbee currently serves as the Interior Business Center's Customer Relationship Management Director. She joined the organization in 2004, as a contract specialist with what is now the Acquisition Services Directorate. During the past eight years, she has worked on numerous projects and contracts for the Interior Business Center. Melissa previously worked as a branch chief and a warranted contracting officer. In her career as an acquisition professional, she primarily focused on small businesses, veteran owned businesses and customer relations. Prior to joining the Department of the Interior and the Interior Business Center, Melissa worked as a human resource specialist for the Department of the Army, and as a high school chemistry teacher in Louisville, Kentucky.
Melissa began her federal career over 22 years ago, and is also a veteran of the United States Army. She spent her military time serving at various locations throughout the United States as well as Europe. Melissa regularly spends her free time volunteering with several veterans' organizations, the American Cancer Society and the American Red Cross. Melissa has a Bachelor of Arts in Anthropology and Biology from the University of Louisville.
Chief of Human Capital StrategyEllen Bliss
Ellen Bliss joined the Interior Business Center in October 2000. She has served as the Chief of Human Capital Strategy since August 2008. Prior to this, she was the chief of the Human Resources Cross Servicing Division, responsible for the provision of human capital and human resources services to small client agencies. She also served in the Office of Human Resources (now the Human Resources Operations Division) of the Interior Business Center.
Ellen has over twenty years of federal human capital and human resources experience. She has worked in a variety of roles at the United States Mint, Department of Housing and Urban Development, the Drug Enforcement Administration, and the Securities and Exchange Commission. Ellen has a Master's degree in Business Administration from George Mason University and a Bachelor's of Business Administration from the College of William and Mary.
Assistant Director, Financial Management DirectorateEsther Horst
Esther Horst is the Assistant Director of the Interior Business Center's Financial Management Directorate. She is a Certified Public Accountant with a Bachelor of Science degree in Accounting from Salisbury University. Esther joined the Department of the Interior in 1988. Since then, she has worked in various financial management roles within the Department.
Her first position with the Department of the Interior was in the Office of the Secretary, Finance Division in Washington, D.C., where she worked her way up to accounting officer. She moved to Denver in 1997 to work at the Bureau of Land Management, ultimately becoming the Accounting Operations division chief. In 2002, Esther accepted the position of deputy chief financial officer for the Office of Surface Mining. Esther joined the Interior Business Center in January 2012.
Associate Director, Acquisition Services DirectorateKeith O'Neill
Keith O'Neill, a member of the Senior Executive Service, is the Associate Director of the Interior Business Center's Acquisition Services Directorate. He joined the organization in August 2012. Previously, Keith worked for the United States Coast Guard.
He brings a breadth of leadership experience to the Interior Business Center and a track record of major accomplishments at several federal agencies. Keith rose quickly from contract specialist at the Department of Transportation, Research and Special Programs Administration, taking on additional duties and positions, including procurement policy analyst, purchase card coordinator, and small business liaison. A few years later, he worked as an economist and later market analyst for the United States Postal Service. While there, Keith was one of the developers of the "Flat Rate Box" now in use for Priority Mail. Keith earned his undergraduate degree in Economics from George Mason University and his Master's in Business Administration from George Washington University.
Associate Director, Human Resources DirectorateLC Williams
LC Williams, a member of the Senior Executive Service, is the Associate Director of the Interior Business Center's Human Resources Directorate. His responsibilities include oversight of the personnel and payroll function, which supports over 50 government agencies and approximately 300,000 personnel, disbursing over $25 billion annually. LC has over 30 years of financial and personnel management experience and has served in a variety of challenging leadership positions that covered virtually all areas of human resources, accounting and financial operations, to include accounting and reporting, vendor payments, financial statements, military pay and allowances, travel reimbursement, and human capital.
Prior to joining the Interior Business Center, LC spent 28 years as a commissioned officer in the United States Air Force, retiring as a colonel. He recently worked as a senior manager for KPMG, doing business development and marketing. LC is often requested to speak on various leadership topics at local and national conferences and workshops.
