IBC expands footprint of Permanent Change of Station (PCS) services within the Department of the Interior
In FY 2014, IBC expanded Permanent Change of Station (PCS) support to three new customers within the Department of the Interior. Bureau of Indian Affairs (BIA), Office of Inspector General (OIG), and Office of Surface Mining Reclamation and Enforcement (OSMRE) joined Fish and Wildlife Service (FWS), Bureau of Reclamation (BOR), National Park Service (NPS) and Departmental Offices (DO) in receiving relocation support services from IBC.
IBC's Relocation Resource Center (RRC) is dedicated solely to relocation, providing timely and professional services in all aspects of the move process. This degree of specialization allows for the best possible communication with federal managers and relocating employees. IBC's PCS team has in-depth knowledge of travel regulations and procedures to ensure full compliance in a time of often-changing requirements. IBC's PCS customers have the option of selecting from an array of services to fit their needs. For example:
- Full service relocation counseling to include travel authorizations, amendments, arranging shipment of household goods, obligating and de-obligating of funds
- Voucher and invoice processing ensuring compliance with the Federal Travel Regulations (FTR)
- Calculation of Withholding Tax Allowance (WTA), processing of Relocation Income Tax Allowance (RITA) vouchers and reporting of taxable/non-taxable income to the IBC Payroll Department for accurate W-2 processing
- Support with Civilian Board of Contract Appeals (CBCA) decisions
IBC is one of the six federal agencies offering relocation services to other federal agencies on a fee for service basis. Referred to as Relocation Resource Centers, these agencies offer permanent change of station (PCS) services in the areas of home sale, household goods, storage, employee counseling, and taxes.
