Julie started her federal human resources career as a personnel actions clerk at the Internal Revenue Service in Denver in 1992. She joined IBC in 2001. In 2007 she took on the role of Chief of the Human Resources West Branch for the Human Resources Operations Division.
Julie has a breadth and depth of experience in HR. Her experience includes work in the fields of position classification, staffing, employee relations, labor relations, benefits, compensation, processing, and automated HR systems. And she is a proven IBC leader, change agent, and mentor to IBC staff.
As an HR chief, Julie's focus has been on customer service, brokering partnerships, developing and monitoring metrics and marketing HR services to clients. (She studied marketing as her Business Administration area of emphasis at Colorado State University.)
As Deputy Associate Director, Julie's interpersonal skills, ability to build trusting relationships, and excellence in communications in challenging situations will prove very important for IBC. Julie is well known throughout IBC and to employees of other offices in the Department, such as OCIO and ONRR, for leading IBC's successful venture into HR cross servicing. Julie has led outreach efforts to all HROD clients such as Trade Development Agency, Chemical Safety Board and Pension Benefit Guaranty Corporation Office of Inspector General to increase communications between the client agencies and IBC HR.
Julie takes on the role previously held by Sam Doutrich, who retired January 31, 2014.
