The SSP provides priority consideration of well-qualified eligible surplus and displaced departmental employees who apply for positions within the local commuting area and within the prescribed time frames indicated on the vacancy announcement. The employee must be determined to be well-qualified for the position.

The SSP is applied when filling vacancies from within or outside the Department, unless the selection causes another employeee to be separated by reduction-in-force.
