Labor-Management Relations in the Department of the Interior are extensive. In the Department, about 23,000 employees are represented by unions in 146 separate collective bargaining units.

In the vast majority of cases, unions hold exclusive recognition in the Department at the activity level. But some unions hold recognition at higher organizational levels.

Where a union has exclusive recognition, management is obligated to deal with the union, and only the union, regarding the working conditions of employees represented by the union. Such dealings, which must occur before management changes working conditions of these employees, may occur in the context of collective bargaining or labor-management partnership arrangements.

Three unions have consultation rights with the Department. They are:

1.American Federation of Government Employees (AFGE)

2.National Federation of Federal Employees (NFFE)

3.Indian Educators Federation (IEF)

The Department must notify these unions before it makes substantive changes in the working conditions of employees represented by these unions and give the unions an opportunity to provide their views on the changes. The Department must consider any union comments and respond to those unions providing comments. The Department’s obligation is to consult; the Department is not obligated to negotiate with the unions over the changes. Bureaus having national consultation relationships with unions must also fulfill these obligations prior to implementing changes in working conditions affecting employees represented by the union.
