The Office of Personnel Management designed a handbook to communicate about the myriad human
resources (HR) flexibilities and authorities currently available and how they can be used to
manage human capital challenges. Some people will be surprised to discover how flexible title 5
can be in meeting organizational needs.
The handbook is divided into three major parts: Part I, describes the foundation of the
Governmentwide human resource system as a "single employer" and highlights the common policies
that make for good public policy. Part II is designed for the General Schedule system and
Federal Wage System, and Part III is for the Senior Executive Service. The information will
help organizations strategically align HR systems with organizational missions. These
flexibilities and authorities address different situations and problems in ways that hone in on
particular issues and provide solutions tailored to an organization's mission, workforce, and
resources.
