Federal Personnel and Payroll System
The Federal Personnel and Payroll System (FPPS) is an automated system designed to:
  • Forward and route personnel actions with electronic signature
  • Track SF52 Progress
  • Make mass changes
  • Interface with the Pay/Pers System
  • Provide online entry of personnel actions
  • Perform online edits and validations, including information for the Central Personnel Data File (CPDF)
  • Offer flexible security controlled to the customer
  • Support customer business practices and processes
The National Business Center Products and Services Division (NBC(P&S)) developed FPPS to replace the previous Pay/Pers system. The FPPS was developed using modern database and computer aided software engineering technology and a fourth generation language. It's first increment, the automated SF52 system, was implemented in November 1992 as a front end interface to the Pay/Pers system. The full FPPS was initially deployed in September 1997 and was incrementally implemented for remaining NBC(P&S) clients during calendar year 1998.

The FPPS is a modern, full featured, totally integrated system that meets or exceeds all mandatory and regulatory requirements established by the President's Council on Management Improvement for Federal Automated Systems, the Paperwork Reduction Act, and the Joint Financial Management Improvement Program (JFMIP). It also satisfies the initiatives of the National Performance Review. While the FPPS is a mainframe application, a Windows-based graphical user interface (GUI) is in development.
