Performance indicators are statements of the performance expectations or requirements necessary for achieving the critical results of the position. They clearly communicate to employees what has to be done and how it has to be done. Employees should be involved in setting the standards under which their performance will be evaluated. Performance indicators include quality, teamwork, and customer service measures. Performance indicators are the same as performance standards as defined in 5 CFR 430.203.

Criteria for effective performance standards:

  • Differentiating
  • Observable
  • Consistent
  • Achievable
  • Measurable
  • Within employee’s control
  • Clearly stated
  • Exceedable
  • Adequate
