Each Bureau varies in its practices and
procedures for reviewing, prioritizing, and approving funds for training. For some
Bureaus, a training and development resource board manages the training budget. Experience has shown that requests for training have always exceeded the availability of training funds. To ensure available funds are distributed fairly and equitably, and that the accomplishment of mission requirements serves as a key determining factor, some organizations have established a prioritization system: Priority Code I - Training that must be accomplished during the immediate performance cycle. If the training requirement is not satisfied within the immediate cycle it will have a direct adverse impact on the organization's mission. These types of requirements take priority over all other career program requirements. This rating indicates that the training is critical for accomplishing the day-to-day mission. Priority Code II - Training required to maintain the organizations capability to carry out its mission. Requirements are needed for the systematic replacement of skilled employees resulting from promotions, reassignments, retirements, realignments, etc. Deferment would have an adverse mission effect over the immediate term. Priority Code III - Training requirements designed to increase the effective use of resources to improve the organizations mission. Deferment beyond the immediate cycle would have little adverse mission impact but, would preclude or delay improving present mission accomplishment. There are also innovative ways to fund training or to lower the cost of training, for example, cost-sharing with other organizations or local private industry, or establishing agreements with local educational/vocational schools to provide on-site training at reduced rates.
