PERSONNEL BULLETIN NO. 99-10

SUBJECT: NATURE OF ACTION CODES AND PROCESSING OF AWARDS

The Office of Personnel Management (OPM) has issued guidance over the last year regarding the Nature of Action Codes used for processing incentive awards along with other guidance on documenting awards personnel actions.

Nature of Action Codes

In a Memorandum to Directors of Personnel dated May 12, 1999, OPM announced that it is changing the Central Personnel Data File (CPDF) reporting requirements for awards. These new requirements will affect awards effective on or after October 1, 2000. The OPM memorandum and implementing instruction are attached.

Elimination of Official Personnel Folder Filing Requirements

In a Memorandum to Directors of Personnel dated June 3, 1998, OPM announced that it was changing the requirements for filing an SF-50 for many personnel actions, including awards. While agencies will still be required to report such actions in CPDF dynamic submissions, SF-50s will no longer be filed on the right side of the OPF and are no longer required to be printed. If they are printed, they may be filed on the left side of the OPF. Bureaus may determine whether or not they will print SF-50s for awards. SES Rank Awards are not affected by these changes as OPF copies of SF-50s are still required for such actions. This change affects actions effective January 1, 1999 and after.
