PERSONNEL BULLETIN NUMBER: 00-4 (311)

Subject: Personnel Officer Positions - "Personnel Appointment or Change"

370 DM311, 1.8B(3) requires the Director, Office of Personnel Policy to approve any personnel appointment or change involving the principal personnel officer in a bureau or office, regardless of grade level. The following clarifies how the Director of the Office of Personnel Policy will administer this requirement.

  • A "personnel appointment" or "change" is any classification, reclassification or personnel action effecting placement in a covered position. This includes initial classification or the up-grading or down-grading of principal personnel officer positions; and all appointments, transfers, promotions, reassignments, and changes-to-lower-grade, whether competitive or non-competitive. Requests for approval of these actions must be forwarded to the Director, Office of Personnel Policy through the appropriate program Assistant Secretary.

  • Requests must include a copy of the proposed position description, classification analysis and, for placement actions, a thorough analysis of the proposed incumbent's qualifications, addressing all selective placement factors or quality ranking criteria used.
