SUBJECT: Audit of Delegated Examining Activities
The Interagency Agreement between the Office of Personnel Management
(OPM) and the Department of the Interior (DOI) delegates competitive examining
authority to the Department. The agreement requires compliance with law
and merit system principles and requires an annual audit. This bulletin
establishes the policy for ensuring compliance with provisions for delegated
examining and for conducting annual audits.
The Department of the Interior supports merit system principles in conducting
recruitment; fair and equitable treatment of employees and applicants;
efficient and effective use of the Federal workforce; and application of
veterans' preference. The Office of Personnel Management Delegated Examining
Operations Handbook will be followed in ensuring that delegated examining
activities are in compliance with these principles. Specifically, provisions
of the Handbook relating to vacancy announcements, receipt of applications,
rating and ranking of candidates, certification process, and establishment
and maintenance of records and audit trails will be incorporated in assessments
of delegated examining units.
Bureaus will ensure that self assessments are conducted annually, at
the end of the fiscal year. Audits are to be conducted by human resources
employees not assigned to the delegated examining unit (DEU). The DEU will
maintain the results of the self assessments and provide certification
of completion to the Bureau Human Resources Office and the servicing OPM
Service Center. Results of the annual audits must be provided to the DOI
Office of Personnel Policy by November 15 of each year. Annual audits will
be conducted according to guidance contained in the Handbook (Section 9.7).
The audits will focus on DEU operations and will contain as a minimum,
sufficient information to conduct a review of recruitment activities, application
processing and evaluation, and the certification and selection process.
This Personnel Bulletin will be retained until superseded by a new issuance.
