SUBJECT: Personnel Handbook for the Department of the Interior
(Department) Merit Promotion Plan
The Department's Merit Promotion Plan (370 DM 335) outlines basic policy
and key principles of the Federal merit promotion policy. It is Department
policy that all recruitment methods and selection procedures will be based
solely on merit after fair and open competition. In implementing the Department
policy, bureaus must ensure that procedures conform with merit principles.
This bulletin transmits the Personnel Handbook for the Department's
Merit Promotion Plan and may be used to help bureaus in implementing the
Department policy. It contains guidelines, informational material, suggested
procedures and techniques, and sample forms for accomplishing merit promotion
processes. During implementation of both the Department's Merit Promotion
Plan and this handbook, please be cognizant of labor obligations.
