Cross-Bureau Team Builds Federal HR System

FHRIS Project Status

The FHRIS Project team has been feverishly working to map human resources (HR) processes and develop the requirements for the Federal SAP HR system. The process mapping and requirements development were just about complete on April 28, 2000. The next major project team task is to configure the SAP HR software for use in the three pilot test areas of recruitment, skills bank, and employee development and training.

HR Functionality

A federalized SAP HR product must provide business process support to all areas of human resources management (HRM) -- from classification to retirement. While the commercial SAP HR software provides support to private sector organizations in all employment "life cycle" areas, things like veterans preference, RIF competitive areas and federal pay systems don't exist in private industry and must be added if we are to support Federal HRM. To ensure the SAP HR product meets Federal requirements, the FHRIS Project Team has been working to document the federal requirements for HR functionality in the following areas:

Once federalization is complete, the SAP HR software should be one of the best HR products available to Federal agencies. Because federalization will take some time to complete, pilot testing of the SAP HR software will primarily involve "out-of-the-box" (non-federalized) functionality.

The FHRIS Project Team

We keep talking about the FHRIS Project Team, but unless you've visited our web site you probably don't know who we are. The following are the primary DOI people working on the project team. In addition to this dedicated group there are many other departmental employees from the Office of Secretary and the bureaus lending their support and expertise to the project.

Dave Anderson, DOI FHRIS Project Manager - Dave comes from the Office of Personnel Policy in the Office of the Secretary. Dave is a Human Resource Strategist who is responsible for the Department's HR data systems and HR Strategic Plan. Before joining the Department, Dave worked for the Air Force and DoD with numerous jobs that included being a Personnel Officer and part of the team working on the DoD modern HR data system.

Stephanie Robbs, DOI Integration Manager - Stephanie is part of the National Business Center's (NBC) Product and Services division in Denver, responsible for FPPS. Before becoming the Integration Manager for the project, Stephanie worked as the Quality Assurance Officer for the new FPPS GUI and as the Y2K manager for FPPS. Prior to that she held a managerial position over the personnel and payroll functional areas of the PAYPERS system. She's been with NBC for 10 years and the Federal government for 23 years.

Ron Bowman, Team Operations Manager - Ron is also part of the Office of Personnel Policy in the Office of the Secretary. Ron is the Department's HR System Administrator (for FPPS). Ron has been with the Department for 7 years and is also the Department's representative on the various government-wide HR systems committees.

Allison Beard, RIF Subteam Member - Allison works in the Office of Surface Mining Personnel Office and is a part time member of the team. Allison has worked for OSM for 4 years and been with the Department since 1988. Allison became a Personnelist in 1991.

Linda Behlin, Classification Subteam Member - Linda works for the U.S. Geological Survey at the Patuxent Wildlife Research Center. She began working for USGS in 1996 and has been a Personnelist since 1981. Her current assignments involve working with diversity issues and the classification of research positions.

Debra Bird, EMR-LMR Subteam Member - Debra is Chief of Employee-Management and Labor-Relations at the National Park Service Bureau Personnel Office. Debra's been with NPS since 1996, but she's worked for 5 different DOI bureaus over 25 years. Debra lives in Annapolis, Maryland with her husband, 2 children (ages 7 and 4), assorted pets, and way too many Happy Meal toys.

Robert Eckert, Classification Subteam Member - Bob is from the Fish and Wildlife Service where he's worked for over 4 years. He's been with the Federal government for 25 years, including working for the National Park Service, the Department of the Army and the Bureau of Mines. Bob's been a Personnelist for 14 of those years.

Jerry Ganiere, RIF Subteam Member -Jerry is with the the Bureau of Reclamation and works in Denver. Jerry has been with BOR for 10 years and has 34 years of total Federal service. Prior to working for BOR he worked for the Air Force, Navy and VA. He has worked in all areas of Personnel and worked on many HR automation initiatives.

Kathy Haggerty, Staffing Subteam Member -Kathy is a part-time member of the project team and works for the Office of Surface Mining. Kathy has only been with OSM for 1 year but has 22 years of prior Personnel experience with the Coast Guard. Recently she was the lead Personnelist working on the OSM Hackett HR benchmarking study.

Janie Houde, Employee Development and Training Subteam Member - Janie works for the Minerals Management Service in Herdon, Virginia. She been with MMS since the beginning (15 years). Prior to that she worked for Conservation Division in USGS and the Internal Revenue service. All together she has 20 years of professional HR experience. Janie is also in charge of the MMS Quality of Worklife programs.

Beres Muschett, Staffing Subteam Member - Beres is from the Bureau of Land Management. While he's new to the Department (only been here for 6 months), he's a seasoned Personnelist with 24 years HR of experience in the Federal government. He was part of the DoD team working on the DoD modern HR data system and Project Manager for the DoD COREDOC functionality. Prior to that he served as Deputy Project Manager for the Army's AAWMIS project.

Wanda Oeser, Staffing Subteam Member - Wanda is a member of the Products and Services group in the National Business Center, Denver. Her background includes developing and implementing PAYPERS and FPPS.

Michael Rogers, Integration and Interface Subteam Member - Michael is a part-time member of the team from the National Park Service. He came to NPS in 1992 after several years in accounting and auditing with private industry. Since coming to the Federal government he's been a computer specialist and Senior Network Manager. In addition to working on LANS and WANS he's a Microsoft Certified Systems Engineer.

Rosemary Ravenscroft, Employee Development and Training Subteam Member - Rosemary is a member of the Products and Services group in the National Business Center, Denver. Rosemary has been with the Department since 1987when she came back to Interior (her second time with us) from the Department of Energy. She's worked in an operating personnel office doing classification, staffing and training and most recently worked on the technical team implementing FPPS.

Frances Steburg - Frances is from the Social Security Administration in Baltimore. As FPPS's largest customer, SSA is very interested in the FHRIS Project and Frances has joined the teamwork on numerous team activities. Frances is the FPPS Security Administrator for SSA and has been with them for 5 years. She's a 33 year government employee and worked for HHS before SSA. Frances has been enjoying the FHRIS Project immensely and been a real asset to the DOI members!

Richard Sullivan, Classification Subteam Member -Richard is a member of the Products and Services group in the National Business Center, Denver. Richard has 21 years of Federal service and is an IBM retiree. He has been a Project Manager for implementing new clients into FPPS and stress tested the initial FPPS system. His entire career has been involved with implementing information technology solutions.

Bob Veltkamp, Employee Development and Training Subteam Member - Bob works for the Department of the Interior University and has been with DOI since 1984. He came to the Department as a Management Analyst and has also worked in facilitation and Reengineering training. Prior to coming to DOI he worked with the Department of Labor and National Park Service. Bob managers the on-line learning team in the DOIU and has a BS degree from the University of Michigan. Tammy Washington, Integration and Interface Subteam Member - Tammy is a part-time member of the team and works for the National Park Service. She's been with NPS for 14 years and has been involved with HR systems issues. She had a primary role in the implementation of FPPS in the Park Service.

Where are the Pilot Test Sites?

The final phase of the FHRIS Project calls for pilot test sites in each of the bureaus to test the functionality in three areas (recruitment, skills bank, employee development and training) of the SAP HR software. While they may change as we get closer to the actual pilot test, the organizations initially identified as pilot sites are:

Office of Surface Mining - Division of Financial Management located in Denver, Colorado.

Fish and Wildlife Service - Office of the Assistant Director for Planning, Budget and Human Resources located in Washington, DC and Arlington, Virginia.

Minerals Management Service - Office of Administration and Budget located in Herndon, Virginia.

National Park Service - Business & Finance Group and Human Resources Group located in Washington, DC and the Mather Training Center located in Harpers Ferry, West Virginia.

Bureau of Reclamation - Management Services Office located in Denver, Colorado.

National Business Center - Portions of the Management and Technical Services Division and Denver Operations in Denver, Colorado.

Bureau of Land Management - The Executive Services & Initiatives Group in Washington DC; and the National Human Resources Management Center and BLM National Business Center in Denver, Colorado.

U.S Geological Survey and Bureau of Indian Affairs have not identified their test sites yet.

Each pilot test site will enter test data into the system to determine how well the software functions, what improvements were made in business processes, and what resources will be necessary if a decision is made to implement the federalized SAP HR software Department-wide. Further information about the pilot test will be included in future newsletters.
