Human Resources Automated Systems Administrator

Graduated from United States Naval Academy with a degree in Analytical Management in 1973. Earned a Masters Degree in Information Systems Management from the University of Maryland and worked in Corporate Data Systems for the Bureau of Naval Personnel prior to retirement. Joined the Bureau of Indian Affairs in the Department of the Interior as a Personnel Management Specialist specializing in automated HR systems. In 1994, was assigned as Special Assistant to the Deputy Assistant Secretary for Human Resources for HR automated systems including oversight of development and implementation of the Federal Personnel and Payroll System (FPPS). Continues in that capacity as HR Automated Systems Administrator under the Director of Personnel.

The HR Automated Systems Administrator is located in the Office of the Director of Personnel, Office of the Secretary (OS). The HR Automated Systems Administrator has DOI-wide responsibility for the interface between the Office of the Secretary and the automated Federal Personnel Payroll System (FPPS), as well as all automated systems created by/maintained for the Deputy Assistant Secretary for Human Resources (DAS) for department-wide HR use. The HR Automated Systems Administrator is also responsible for all automated data processing (ADP) programs and resources for the DAS for internal and department-wide use. As Personnel Systems Manager, the incumbent is responsible for developing ADP solutions for Human Resources programs based on expertise in human resources functional programs and using a wide variety of hardware and software applications while exercising independent responsibility to plan, direct, and execute systems policy. The HR Automated Systems Administrator also as the representative for the Director of Personnel and Deputy Assistant Secretary for Human Resources on HRM systems issues.
