Mr. David M. Anderson is the Associate Director of
Human Resources Strategic Initiatives for the Office of the Secretary,
Office of Personnel Policy, U.S. Department of the Interior, Washington,
DC. He is responsible for the strategic leadership, management, and
operation of strategic HR initiatives such as the Federal Human Resources
Information System (FHRIS) project, Departmental Workforce Planning, and
the Trust Management workforce plan. Before assuming his current
duties Mr. Anderson served as Executive Assistant to the Director of the
Office of Personnel Policy and Chief of the Plans and Systems Division
with responsibility for Departmental strategic human resource planning,
workforce planning, Human Resources Management accountability, and data
systems. He was also the Project Manager for Interior's FHRIS Project,
an effort to pilot test SAP Human Resources (HR) software in support of
departmental HR business processes.
Mr. Anderson was born in Rochester, New York and
received his Bachelor of Arts degree from Utica College of Syracuse University.
He is also a graduate of the National Defense University, with a Master
of Science in National Resource Strategy from the Industrial College of
the Armed Forces. Following several years working in private industry,
Mr. Anderson began his federal career as a Personnel Specialist with the
United States Air Force in the Civilian Personnel Office at Griffiss Air
Force Base, New York. In January 1988 he moved to the Headquarters, Strategic
Air Command (SAC) Civilian Personnel Office, at Offutt Air Force Base,
Nebraska to help administer the SAC staffing program. In September 1989
he went to Fairchild Air Force Base, in Spokane Washington, as the Civilian
Personnel Officer. In August 1991 he was assigned to Headquarters Air Force,
Directorate of Civilian Personnel Policy and Personnel Plans in the Pentagon.
His Pentagon duties included serving as the Chief of the Plans Unit, where
he was responsible for developing long-range strategic plans for both military
and civilian personnel. In October 1996, he moved to the Defense Civilian
Personnel Management Service (CPMS) as the Project Manager for the Defense
Human Resource Management Knowledge Based System and the Defense Civilian
Personnel Modern Data System training and user documentation development
effort. He came to the U.S. Department of the Interior in February 1998.
He has been involved with numerous community and
professional activities including the Federal Executive Association, the
Federal Section of the International Personnel Management Association,
the Air Force Association, the Board of Directors for the Fairchild Air
Force Base Museum, and is the former Treasurer and member of the Board
of Directors for the Fairfax Ballet. He is also active in Northern Virginia
Greyhound Rescue activities.
