Within each tenure group, employees are divided into three subgroups, called tenure subgroups. Tenure subgroups are based on employees' entitlements to veterans preference.

Subgroup AD includes each preference eligible employee who has a compensable
service-connected disability of 30 percent or more.

Subgroup A consists of employees with veteran preference who are not in subgroup AD.

Subgroup B consists of employees who have no veteran preference.

A retention register used to run a reduction-in-force would be sorted in the following retention
standing order:

TENURE GROUP I AD - 30 % or More Disabled Vets
Career A - Veterans
B - All Others

TENURE GROUP II AD - 30 % or More Disabled Vets
Career A - Veterans
Conditional B - All Others

TENURE GROUP III AD - 30 % or More Disabled Vets
Noncompeting A - Veterans
Employees B - All Others
