Subject: Using Paper with Recycled Content
Federal Environmental Executive John L. Howard, in the attached correspondence, has asked Interior to renew our commitment to purchase paper with at least 30% postconsumer content, consistent with the Resource Conservation and Recovery Act and Executive Order 13101. (A summary of environmentally preferable printing practices, prepared by the Pacific West Region of the National Park Service, is attached as an example of good printing policy.)
Using paper made with recycled fiber is an easy and effective way to ensure efficient use of our natural resources. Double-sided copying, when possible, is another. These opportunities can result in conservation, energy savings and solid waste reductions. Currently, the postconsumer fiber available nation-wide exceeds what is used in production, indicating that there is capability for the paper industry to deliver more of this paper. In 2000, the Department of the Interior established a goal to increase the use of recycled content paper and paper manufactured without the use of chlorine. I encourage you to ensure your bureau or office is working to fulfill this objective.
For your information, high post-consumer recycled content copy paper made without the use of chlorine is available from the Louisiana Association for the Blind (see attached information).
