Joint Committee on Printing Reporting

Each Bureau within the Department is notified via e-mail of the requirement to gather and provide reporting information. Currently, this information is requested by the Chair of the U.S. Department of the Interior Publishing Council who submits the completed report for the entire Department to the Joint Committee on Printing (JCP).

The Commercial Printing Report, JCP Form No. 2 (Rev. 3-71) is used to report any commercial printing that occurred within a Federal Government agency during two periods of each fiscal year. The first reporting is for the period of October 1 through March 31 of the fiscal year and the second reporting is for the period of April 1 through September 30 of the fiscal year.

This is a report to the JCP regarding any composition, printing, binding, and blank-book work procured from commercial sources through Department contracts during such period. This report does not include work that was procured through U.S. Government Publishing Office (GPO) sources. It also does not include tabulating cards or printed envelopes ordered through General Services Administration (GSA) contracts, or rebinding publications of any description. Basically, it is a report to the JCP of any printing or duplicating services that have been procured by an agency without using the services of GPO. It does not include printing or duplicating services that may have been produced by another government agency, such as GSA or the National Business Center (NBC).

This form is used to provide information on any printing or duplicating services that have been procured by an agency without using the services of GPO.

If there have been instances of procuring outside commercial printing without the usage of GPO services, the information regarding the procurement must be reported on this form which includes a description of the order, waiver number if granted by GPO or JCP, total number of copies, number of pages per copy, style of binding (if any), and total cost including paper. Each instance must be reported separately. In the case, where all reports are negative, this information is also provided by Department reporting.
