In accordance with Title 1—General Provisions, Chapter I—Administrative Committee of the Federal Register, Part 12—Official Distribution Within Federal Government, Code of Federal Regulations (CFR) section 12.2 (a)(4):
"Each Federal executive agency will be provided with the number of copies needed for official use, not to exceed 300 copies of individual titles per agency, based on a written request from the agency Federal Register authorizing officer. . .."
The U.S. Department of the Interior Publishing Council works collectively to solicit the Department's annual CFR requirements. On an annual basis, typically in August, the Publishing Council receives a written announcement from the National Archives and Records Administration (NARA) announcing the opportunity for the Department to submit the next fiscal year CFR publication request.
The Bureau of Reclamation (Reclamation) takes the lead in coordinating the response for the Department and the Bureaus. Reclamation sends out a written announcement to each Bureau announcing the opportunity for each Bureau to submit back their organization's requirements for a consolidation submission.
Each Bureau's CFR requirements are compiled into a consolidated request to NARA for the Department's 300 free copies of individual titles. If any particular title exceeds the 300 free copies, each Bureau is provided a breakdown of the CFR titles and is requested to order directly from the U.S. Government Printing Office (GPO) via a SF-1 when Rider Order opportunities are announced during the year via GPO Circular Letters.
