Interpreting Services

The Department now has a Blanket Purchase Agreement to provide support services to Bureaus and Offices to ensure that information and communication technology developed, procured, maintained, or used conforms to the revised 508 standards. The BPA permits DOI Bureaus and Offices to procure the following services: Document Remediation, Captioning, Audio Description, Sign Language Interpretation, Section 508 Testing and Training and other project management support services. Reserving Captioning and Video Remote Interpreting Services for Online Meetings and Events Accessibility 

Starting February 14, 2022, all DOI employees will have a new way to reserve and access Remote Communication Access Real-time Translation (CART) and Video Remote Interpreting (VRI) for meetings and events on Microsoft Teams, Zoom, and other virtual platforms. Remote CART is real-time captioning for Federal employees who are deaf or hard of hearing. VRI services provide DOI employees who are deaf and hard of hearing the ability to facilitate effective and efficient communication with their managers, colleagues, and peers from their own office space using an on-demand, remote, certified American Sign Language (ASL) interpreter. A contract for these services has been awarded to Stuart B Consultants, Inc., D.B.A. Birnbaum Interpreting Services (BIS) and FedRelay will no longer be used. These services are centrally funded. DOI employees are encouraged to transition to the Federal Communications Commission (FCC) Telecommunications Relay Service (TRS) program for the specific relay services they require.  Employees can now begin to transition to whatever vendor they choose under the FCC's TRS program for the following services:
